Rafael Muruais Garcia
Rafael Muruais Garcia is the Acting Head of the Energy System Needs Department at the Agency for the Cooperation of Energy Regulators, a European Union Agency since 1 February 2024.
He was leading and managing the adequacy team in the Electricity Department of the Agency since October 2022. Among other files, he was responsible for the evaluation and adoption of the European Resource Adequacy Assessment in the electricity sector. Since January 2023 he was the co-chair of the ACER Adequacy Task Force encompassing adequacy experts from national regulatory authorities in the EU.
Before that he was leading the Market Monitoring team of the Electricity Department for 6 years. During this period, he was responsible for the production of the annual electricity wholesale markets monitoring report of the Agency. In this role, he was leading various decisions on the bidding zone review process and the electricity cross-zonal capacities monitoring report. He joined the Agency as a Market Monitoring Officer in November 2011. In this role he was a co-author of the annual market monitoring report.
From October 2008 to October 2011, he worked as a market monitoring officer in the Spanish Energy Regulatory Authority, dealing with the oversight of electricity wholesale and retail markets.
From 2001 to 2008 he worked in the private sector, including machinery industry and advisory firms. In 2000 he was a researcher on renewable energies and professor at the Industrial Engineering School in Vigo, Spain. In this role, he was co-author of several scientific articles on renewable energies.
Rafa completed university studies in Industrial Engineering at the University of Vigo, Spain, between 1994 and 1998. From 2009 to 2011 he also completed advanced courses on Energy Business and Energy Finance.
